If you are referring to Winstyles. You must have WinStyles https://www.stardock.com/products/winstyles/ and whatever programs that are in the Theme description

I downloaded Windows Blinds and installed that and then dowloaded a package with the .wba extension

Then you need to go to display properties and depending on your OS select the Skins or Apperance tab and select the Blinds you downloaded from the menu on the left and click apply
