Shortcut Overlay Reverts

At each reboot the shortcut overlay from iconpackager reverts back to W98 black arrow regardless of which package is chosen. Always have to go into iconpackager and re-choose the overlay. Any way to fix this once and for all? Have tried tweakUI, etc. There seems to be a registry interaction that doesn't work correctly with iconpackager.

Really wasn't necessary to start a new thread to continue discussing the shortcut overlay problem.
If you have the registered version of IP you can email support, and they will help you. Or maybe someone will have the answer here.
/me has no idea why this is happening to you.
