SysMatrix & Coolplayer + E Z Pop question

I am wondering which softwares are used to make the skins for those above listed apps?

A graphics editor of your choice would be a good start and a txt editor for the config files. There are no "skin builders" available for any of those apps. Creating skins for them are "manual" labour

Sysmetrix has a great GUI-based skin config/builder, so it's a good one to start with.
Ez Pop is a close 2nd, as it's fairly straightforward.
Coolplayer is slightly more tricky. It uses the standard ini-based format (Like Ez Pop), but depending on the complexity of your skin, the ini can take a fair bit of time to do.
