I'm not sure what you're getting at.There are several apps there.
Let's break it down.

You've got the WinStep theme (WinStep is composed of NexSTART popup menu, Workshelf tabbed launcher)

NextStart is handling several things in that SS:
1. The 2 vertical popup menus.
2. The horizontal menu at the top of the screen.
3. The buttons on the left side of the SS are either Hotspot buttons (you can set these in NextStart's hotspot preferences settings) or NS's task tiles (You can tell NS to use its own task management or just use explorers).

Here's a tutorial on how to setup NextStart menus and hotspots.
http://www.winstep.net/help/tutorial/intro.html

Workshelf is that tabbed gizmo at the center of the bottom screen edge. I don't think there is s tutorial on that yet, but left-click The round button on its top left corner to add a new shelf.

The Wallpaper probably is part of the Winstep theme.

The other stuff is non-Winstep stuff (various mp3 players).

As for the clock gizmo, Xymantix (the author of that theme) has created an application called SysMetrix which is a clock/system meter program. He's also has a skin for it that matches Shex. You can find the skin in the SysMetrix section on this web site. In that section, you'll also find a link to the SysMetrix program itself.
