Scrollbar in IE

Does IE 6 block the skinning of the scrollbar? I just can't figure out why they are showing the default look. I am using webblinds but don't see any config. that might be the cause. Explorer show the scrollbar skinned but IE won't. Is this common?

It's to do with the way the scrollbar in IE is constructed. It's not made the same way as the standard explorer ones, so it doesn't get skinned.
This is only in 98/2K machines, in XP, the scrollbar is now skinnable.

I am using XP Pro and wondering if there is a setting to change that I can't find
