Effect for certain players only (depending on playername)

Hey guys,

I've been playing around with modding. Now, as one of my friends never manages to build ANY envoy I wanted to add a certain joke feature to our personal mod. Envoy-development is planned to be free for this certain player named "blabla" and has got a different description. I did not yet manage to change game behaviour for certain players only. Is this possible?
