[1.0 Bug] I still can't upgrade to an Ignys bow

I still can't seem to upgrade my mounted archers from a Yew bow to an Ignys bow.  It seems to think that the Yew bow is the best.  I've got screen shots below that show the order in the design screen is switched if that matters.  Also, to add a bit of strangeness, I have one group of mounted knights who can upgrade to the Borealis Blade and another who can not.  Other than being created at different times the two groups should be the same.  They were all even produced in the same city.

This can't be only happening to me can it?  I've seen it in two games in a row now.  One was version 0.9x and now the release version.  If it's not a bug, then what am I doing wrong?

I went back in and found a base archer I had trained, and it upgraded to the Ignys Longbow correctly.  However, two versions of the archer (mounted archer and Deadeye) I that I designed (within the game) will not upgrade.

Once you made this change you will have to start a new game and then you will be able to upgrade your units as you would like.

I don't know.  The bows have never worked right for me.  The lightning pikes have worked since they fixed it, but not bows and sometimes swords.

somehow i thought you could train ignys bow girls as soon as you rescue the maiden. to bad that isnt the truth. (woot found my forth)
