It's how I learned photoshop back at 4.0, and I still suck and learn new things about even the older versions (5.0 to 7.0) every day, and since I only have access to it at work, my learning curve is steeper because I can't practice at home.
If you want tutorial links, do a search on google for photoshop tutorials...
here are some good sites:
http://www.photoshoproadmap.com http://www.photoshopcafe.com http://www.wastedyouth.com etc... and each of those pages has links to other pages...you should also check out the sites of prolific skinners in the community here. hell, if you click Russ' profile and go to his webpage, you'll see his links page, which has an AWESOME array of options for various sites you can learn from.
but this only teaches you the technical side...the creative side has to come from you. if your creativity just doesn't come and you go looking through others' works and decide to use theirs by altering a few things, and then call it your own and try to upload it, you will be "ripping", not creating art. You can sometimes get away with this if you have the original skinner/artists permission, in writing, but it is still NOT
your creative talent we are seeing, but a mod to someone else's work that you thought would look good in a different shade, or with a little blue swirly here and there, or whatever.
you will need to create your own work in the end! i recommend healthy (sarcastic) amounts of coffee intake and begin smoking...(jk)
