[BUG][1.12] Wardens are still not doing anything.

I've been trying them against every monster I can find, it's both not preventing anything I can find from entering it's border or preventing anything from destroying improvements in that border. The xml still lacks any gamemodifier for them. Placeholders are fine in beta, but it's not beta anymore, these should have been removed by now, or made to work.

Agreed. I've never seen it do anything. The description isn't helpful either in determining what the Warden should affect. Does it only work on low level monsters? Or monsters rated Weak? Or non-Wildland monsters? None of it is clear.

"Most monsters won't enter the outpost's borders." means "Any monsters that are nowhere near this outpost (ie most monsters) won't enter the outpost's borders.".

It's never done anything, there is nothing that defines it as doing anything in the xml. Please fix.
