Exiled Citizens

Why is it that exiled citizens are still permitted to clog up the message board with their garbage? In the description on the exiled person it indicates that the only thing that an exiled citizen can participate in is downloading.

Like I've said before, the about section needs an overhaul. Who knows what is allowed anymore and by whom!

Ok, just made my own personal fix to it (hey I am a software developer aren't I?

).

If access level is exile, no messages even get displayed.
