The "default" screensaver can be set by changing the value of SCRNSAVE.EXE in [HKEY_USERS\.DEFAULT\Control Panel\Desktop] to whatever screensaver you'd prefer. You can use relative (i.e. If you just type the filename, it'll look in your SYSTEM32 folder) or absolute (i.e. "C:\WINNT\SYSTEM32\BLISS.SCR") naming. Note that you must have administrative privileges to change values in this key.
You can also change the value of ScreenSaveTimeOut (milliseconds) to shorten the time to wait before displaying the screensaver. If you're using the standard system screensavers, you can also change their options in Screen Saver.savername (eg. 3DFlyingObj). You'll need to know what the value names are, but you can find them by setting the various options on your account & reviewing the corresponding entries in HKEY_CURRENT_USER\Control Panel\Screen Saver.savername.
New users of that system will inherit the default screensaver options you've set in .DEFAULT the first time they login. They can then change them to whatever they'd like.
