Problem with explorer backgrounds help please.

For some reason when i choose any of the explorer backgrounds and then click apply changes it does not apply the background i've selected.The background stays the same as what ever the default background is of the skin i have set. It was working up until a few weeks ago but i've tried everything and cannot figure out the problem.Thanks in advance for any tips on how to fix this issue.
