Depends on the distance between the defending SB, the defending fleet, and the attacking fleet. The attacking fleet might wander into range of all of the SB's weapons anyway. A human player would easily lure the AI's fleet into the range of the SB.
Assailants, the range of Ogrovs? Eek. They're strong enough already IMO. And Vasari bombers are already quite good against starbases. And Starfish are generally horrible as they are currently, especially against a lone SB.
Getting the AI to deal with starbases intelligently will take some significant work on the part of the devs. Hopefully they'll have something worked up by Rebellion.
