Is there a program to edit / create bootsreens?

Create the graphics with a graphics program such as Photoshop, Paint Shop Pro, etc

Edit/create the ini file with notepad.

On a similar note, I have all these, including the small loading bar thingy, the picture and the text file, but it doesn't work.
Could I perhaps send it to someone?
