Is there any way one can change the 'Toolbar Icons' on any WindowBlinds skin with icon packager? If so, how?

No. The toolbar icons in Windows Explorer and Internet Explorer can only be changed with WindowBlinds. Icon Packager has nothing to do with it. You can change the toolbar icons through the WB Configuration dialogue though. Just open WB Config, and click on My Toolbars. You'll find it under Settings, right under My Skins, on the left side of the window.
