cannot cease fire

Dont know if i missed something or not. I havent play Diplomacy for like a year and now the game does not highlight the cease fire option for me even though i had enough relationship with one of the npcs. Is it a bug or jsut I missed something? I was on cruel difficulty at that time. TY
