Rebuilding Special Planetary Improvements?

Hello All, this is my first time posting but I've been playing GalCiv2 for a while.

I have a problem on my current game that's extremely vexing: Playing as Arceans in Ultimate Edition v2.03, Challenging difficulty, I already controlled about half the map and was halfway into culturally absorbing the Thalans (who are trying ot ascend). Then I get hit by the Jagged Knife event, loosing 14 planet. No sweat, I think, I'll just retake them, along with all the planets the AI lost. So the invasions are turning to be a slog since the JK has the same soldiering that I do, so I start using Tidal Disruptors in my invasions. I've retaken 2 worlds already, but I find out both of them are missing their Adv. Navigation Center, and I get no option ot rebuild! Is this a bug? Becasuse those 2 were Industrial centers focused on Ship building. I was planning on taking out the JK before ending the game, but if that is how's it going to be then I'd rather end now via Diplomatic Victory.  :annoyed:

I'm not familiar with the Arceans(they are to slow) please tell me your best stratagy on how to play the arceans. Read about the tidal disrupters. Do they destroy planatary improvements. I think they do. Try a different invasion tactic, like traditional warfare. I think Tidal disrupters lessens the planet quality.. You probably destroyed the square it was on. Is advanced navigation center a super project. If it is, you can't rebuild. read the rules on how the building of the object work in the description.

Tidal Disrupters DO NOT decrease Planet quality.

 

And it should not wreck anything above regular improvements.

 

Otherwise, I would not use it.

Navigation Centers (speed +1) and Advanced Navigation Centers (speed +2) are normal 1-per-planet planet improvements. They are useful for any planet that can build ships. When built, they increase the speed of all ships built on that world (not retroactive).

Advanced Navigation Centers are not the only planet improvement that suffer from the problem you have mentioned. Quantum Power Plants seem to suffer from the the same problem. My theory is, any upgraded (top level) 1-per-planet planet improvement can't be rebuilt after they are destroyed. This seems to hold true later in the game when some other bugs have been known to show up. Tidal Disrupters are merely 1 such way these improvements can be destroyed.

By the way, I did write a guide called TA 101. While a bit long, it does cover many of the changes made made when the TA expansion was released. I was meaning to update the guide after I acquired the energy and ambition to do so.
