If you're referring to the actual text in the Address Bar of the Internet Explorer Toolbar (ie the text that says http://www...), then the answer is by default it uses Windows colors for the text and the background. However, this can be changed by the user through Internet Options in the control panel.
Those colors are found in the left tree under Miscellaneous>Colors and in the right attributes pane as Attribute>Window>Text - Normal and Background - Window.
If you're talking about the actual text of the word "ADDRESS", I believe that comes from the left tree under Controls>Menus>Bar Items and in the right attributes pane as Text Settings>Normal Color. Also the constraint for this attribute has to be set as a preset Color# in the Colors Section.
