Icon Packager question

I find a set of icons online ...how would i go about using icon packager to turn that set into a an icon package?
| Introduction to Icon Themes One of the main features of IconPackager are Icon Themes. An Icon Theme allows you to save all your customised icons to a file. These include the following sets: Desktop Start Menu Folder Drive Others System …and Cursors When a theme is saved, all icon locations are saved to the theme file of your choice. You'll now have an IconPack for your personal use only. If you wish to upload the set, you'll need to contact the original author of the icons, and ask for written permission to distibute the IconPack.
