From the IconPackager Help File......
Introduction to Icon Themes

One of the main features of IconPackager are Icon Themes. An Icon Theme allows you to save all your customised icons to a file. These include the following sets:

Desktop

Start Menu

Folder

Drive

Others

System

…and Cursors

When a theme is saved, all icon locations are saved to the theme file of your choice. A theme file can then be easily loaded directly into the program. By applying the icons to your system, you can have a new look and feel to your desktop within seconds. Icon Themes simply provide you with a quick and efficient way of changing all your icons at once. It works just like magic.

Not only can you use Icon Themes, but IconPackager has been given the added option of opening themes from other programs. Theme files that have been created by Microsoft Plus! or Microangelo can be used. Both icons and cursors can be read from the themes and loaded directly into the program.

You can set up your individual icons the way you want then save them as a theme

Open IconPackager... in the menubar click View > Package Builder. Then Icons and Cursors on the left side of dialog. There you set each icon as you wish. When ready to save, go to File > Save Package as....

You'll now have an IconPack for your personal use only. If you wish to upload the set, you'll need to contact the original author of the icons, and ask for written permission to distibute the IconPack.
