Is there a document somewhere that describes what each ability does?  Like last stand ability?

The string file gives the in-game text explanation of the ability. It is in the Sins "string" folder and can be read with notepad or any text editor.

Last stand is finest hour on the Kol. Use it in game is the easiest way.

Your computer's "C" drive, "Programs" (or "Programs(x86) in Vista or Win7), "Stardock Games", "Sins of a Solar Empire", String". Also in the "Entrenchment" and "Diplomacy" folders at that same location. Right click the String file and select "open with" and choose "Notepad".

There's always the Sins Wiki: https://www.sinsofasolarempire.wikia.com/ Some of the pages are stubs, but Zeta recently did a pass through and ensured they at very least have the in-game tooltip. I'm not nearly as active as him, but I'm making an effort to add some tactical tips on some of these pages.

Yes, I have been busy on the Sins of a Solar Empire Wiki, each ship page has a link to its abilities, so that should be a good place to start looking.

I don't know, but it is not like the forums weren't acting wonky for me too, I actually wasn't able to get in for awhile.

It's typing as "html"--you can use all the tags as you normally do in the html page.
