Starbase nanolathing refinery bug?

I got the tech for the nanolathing refinery, but I can't install it on any of my starbases? I've maxxed out the other mining modules, but can't seem to get a constructor to add that particular one. Anyone else have this problem?

Not really - Nanolating refinery doesn't seem includede in the basic package or bonus pack.

Are you using one of the available mods? If so, which one?

MondoMage, looks like you are using JesusOfBorg's NanoTechnology 2.0 mod.
