hhmmmmnn ..... not exactly, but PSP 8.1 has a feature called Paint Behind that might work, if the car is on a transparent layer. Whatever program, or method you use, it's going to be a lot easier with the car on a transparent layer, and then work your effect on a layer behind that.......... at least that's how I would attempt it.
