What would realistically happen to the native population of a planet that has lost it's administrators and infrastructure?
You seem to like asking questions that don't have a definitive answer...
My take is that the bombardment that destroyed said planetary administration and infrastructure would have killed large portions of the populace, any remaining survivors are forced to survive on the land.
