Im almost turn 300, lvl 8 got a city level 4 and no scholar yet, not married or anything.
cant seen to find any help on the subject can someone point me in the right direction please?

from what ive seen i need a library but don't have the option to build.
any help will be appriciated.
all the help seems to be create game not campain.
Standard magic and tech research are disabled in the campaign. You'll be granted some new techs and spells as you progress.
