I think we either need a guiding hand in the algorithm to control inn spawns, or we need to start considering different ways to serve quests, 'cause screenshots like below are just silly.
Yea it's pretty weird and immersion-breaking. I mean why just inns? Have little "traveler camps" and the like. Also, less noble escorting plz 
Seems the nobles are easily to get drunk and forgot their horses in those inn. Researching questing should unluck warlock and witch hut instead of spawning another inn.
