The WB looks like Imbium ENZO by TomRichter. https://www.wincustomize.com/explore/windowblinds/7156/

It appears that the dock has been set to 0% opacity, so it doesn't really matter which background it is. The drop-down menu is called the Stacks Docklet for ObjectDock. http://www.matiasmoreno.com.ar/es/Stacks+Docklet+2.0

Not sure about the dock icons or the wallpaper.
