2 different formats ....
PNG icon contains just 1 resolution, while .ico could contain multiple resolutions (from 16x16 to 256x256) ....
PNG icons are for object dock while .ico doesnt require any app and could be changed manually from folder/file properties .....
how to do icons ..... well icons are just the same designs like other things .... u can make them with any graphic sofware .... u can try icon workshop to start with, if u r new to skinning ..........

.ico and png are different image formats. Windows uses .ico for icons. You can create image files in a graphics program. You would save them in the .png format (to allow for transparent backgrounds), then convert them using IconDeveloper into various icon sizes.
I haven't tried IcoFX, but it looks like you can create icons from scratch with it. ObjectDock uses .png's, I don't know if IcoFX can create them. There are free image converters available if you need them.
