What programs do people use to make these dreamscape wallpapers?

Art Studio, Nature Illusion Studio, After Effects and a good mpeg-2 encoder like TMPGEncXpress [only if you wanna create dreams to use less resources, else .wmv also works]

Also you can create the new type- Hybrid dreams by creating a sequence of alpha png's and then building a .NWA file from them in Stardock Skin Studio.

Cool, thanks. Any of these programs free by chance? Also, can the average user learn to use these programs very quickly or do you have to be an experienced photoshoper?

Art Studio and Nature Illusion Studio are easy to learn though After Effects has a bit steep learning curve. None of these programs are free as the demo versions will add watermarks to the output video. If you're lookin' for a free one, try Blender.
