This means you have reached your download limit at WinCustomize. You need to buy either a WinCustomize subscription or purchase a Stardock product. Either option will get you unlimited downloads from WC. If you are using any Stardock trial software now would be a great time to upgrade to the paid version.

Seems very clear to me. 

To put it another way, your free downloading from the WinCustomize Gallery is over.  In order to continue to be able to download you will need a subscription to WinCustomize.
