This is a bug with the Windows 7 RC, as someone who has the final, I can confirm it is fixed.

There is a partial bug fix floating around on the net using a vista version of dxdiagn.dll, as well.  But that does screw up dxdiag...

As noted, this is a Windows bug that is fixed in RTM/Final.
