Couple of questions from a newb

New player and I had a couple of questions.

Okay this one happens to me a lot. My game will be going along okay, but then all of a sudden I will start to lose a gigantic bunch of bc's (credits) each turn. (like 500-1000) And no matter how much I move the spend rate slider (government expenditures) nothing happens. My net income remains unchanged. Then a few turns later all of a sudden the spend rate slider again starts having an affect on my income when I adjust it and I will no longer lose a ton of money each turn. I don't get it.

Also in the game I'm playing right now I noticed that one of my computer opponents all of a sudden had a class 21 planet on a white star (or whatever that white star is called). I could have sworn that just a few turns ago (before he colonized it) the largest planet on that system was like class 13. How did he get it so big all of a sudden? Especially on a white star?

1. I've never seen this. Is there any chance that you ended a bunch of trade deals simultaneously, and then a few turns later started some more? I guess not, because that wouldn't explain the slider not working. If you've got a save of that behavior, it's definitely worth zipping and sending to Brad.

2. There are certain random events that can improve PQ in several sectors. Are you sure that didn't happen?

1) Come to think of it, yes, I think I did have some trade routes going right before I declared war and had them cut off. I'll have to go back and experiment again. Would losing a lot of trade routes at once throw you into the red for a while?

2) I could of sworn that I didn't see a random event notice preceeding the new, giant, class size planet. Could the computer have snuck in a lot of transports? Does that increase the size of a planet quickly? I'm new to the game so I don't have a handle on all the tricks one can use yet.
