ok well its hard for me to explain, so here it is from wiki:

An IRC bot is a set of scripts or an independent program that connects to Internet Relay Chat as a client, and so appears to other IRC users as another user. It differs from a regular client in that instead of providing interactive access to IRC for a human user, it performs automated functions.

i know some dota leagues you could organise  a game with the bot, or even HOST the game.

basically you could get the bot to say in IRC chat "please type x to start a game"

then the bot would say " 'player' has started a game, type x to join the game"

then " people waiting for the game to start 'player, 'player', 'player' "

then " the game is now full, please join 'gamename' with password 'passwordname' to start the game"

whilst in the game the bot would say something like this:

sorry, its kind if hard to explain properly, since i dont know enough about it.

basing it 9 clans and 45 dudes  proberly means  each clan has 5 members  for it and  can have  between 3v3 to 5v5s  depending on the ammount of players on each team

say a clan has 5 and another has 3  then u would have to  have a 3v3 seeing as the other team only has 3 dudes

 hmm a table will have to be made to  put each of the nine clans  down

but how should the tournament be round robin or elmination i could set up the table

so that means us aussies can compete against u americans huh??

hmm  that would have to be a team off aussies vs a team of eu or us  but we can't have a game with  one from each counter the connections would be fucked
