how come when I upgrade my starbase for ship defense or attack it shows the bonus on the starbase info screen but the ship in it's range doesn't get the extra defense/attack points

You need to be careful. There are two different types of starbase weapons/defense modules. There are modules that add to the starbase's own weapons and defense capabilities. These modules can be placed on *any* kind of starbase and merely give the starbase itself weapons and defense.
Then there are the "ship assist" modules which are what you're looking for. These modules can only be installed on a military starbase and do nothing for the starbase itself but add to the capabilities of any ships within the Area of Influence (AOI) of the starbase. These modules are indicated with a little icon that resembles a klingon warbird.

Note that the chart that I posted there is very old and is specifically for DL but I think it still is predominately correct even today. The "ship assist" modules are those listed in the first part of the table and modules that give a weapons/defense capability to the starbase itself are listed at the end.

Just for clarification, how do you know it's not receiving the bonus? You say the ship doesn't receive the bonus, but some screens only display the standard stats for a ship design. For example, look at the screenshot below:

Notice how the Ship Details screen displays basic stats, but the Info Screen at the very bottom does show the starbase bonuses. Are they not showing up here either for you?
Also, when it comes to defense, it seems as though a ship does not receive a defense bonus unless it is equipped with that type of defense. For example, unless it has Shields, it won't get any additional boosts to shield defense from military starbases. I can't be totally positive about that, but it seems to be the case as I've seen ships with 0 Armor/Missile/Shield defense still have 0 within the aura of a military starbase.
I made a point to study this long ago. Assuming nothing has changed since then, this is how things work.
A ship must have atleast 1 point in attack (any type) in order to benefit from any attack ship assist modules. The type you are getting a bonus to does not need to match the type you have.
Same goes for defense. A ship must have atleast 1 point in defense (any type) in order to benefit from any defense ship assist modules. The type you are getting a bonus to does not need to match the type you have.
Because of how things work, a random constructor cannot benefit from these modules (because they don't normally come with weapons or defense) so you can't conscript them and expect them to fight a battle. So its in your best interest to use ships with weapons and some defense if you intend to use a starbase to its maximum effect.
