Dynamic IP Address Woes

Hello!

I'm having trouble connecting to some people, not all. It is usually 1/6 people whom I cannot connect to. I am using a Westell A90-9100m60-10 gateway through Cincinnati Bell. I want to know if it is possible to configure things on my side to use a static IP from my ethernet connection but leave the wireless connections alone. Thank you!
