Disappearing logistics

I have 2 problems actually...

 First of all, I have Gal Civ II DL, Gold Edition with the DA expansion (for which I never see anything on any boards) which, generally, works fairly well aside from occasional freezes during Autosave, which I can live through but what really burns my bacon is that, after all the time it takes to build logistics, once I get between 15-25 points built up, my logistics drops to zero, after which, no matter if I get the Hyperion tech, further research logistics or whatever, I can never create another fleet.  What can I do about this since my opponents are creating fleets and using only single ships I don't stand a chance of defeating them?

In a completely different problem, when I first loaded the game and started it, I was able to replace any major race (while in the startup screens) that was selected for me, with any other race that I preferred.  I could also add more or remove some as I saw fit.  Since that first time, however, whenever I get to the appropriate screen, I see however many major races I selected but I'm not able to switch them out with others or to add more.  How can I change this?

You've likely encountered the plague/disease mega-event. Research the cure tech that appears on yout tree, and your stats will be restored.

Thanks Kryo, I'll have to be more observant because I don't recall seeing anything like that in the manual.  Listen, why is it that when the pirates or outlaws attack, they're constantly able to have fleets numbering in the 30's, 50's and even into the 70's and each ship has anywhere from 4 to 8 Black Hole Missle Launchers or Doom Ray Lasers with 6-8 Ultimate Invulnerability Shields and, no matter what I try or how small I make my ships, I can't get fleets anywhere near that large?  Does the AI just arbitrarily stack the odds in it's own favor or am I missing something vital?
