Two Questions

I have two questions about this game (Twilight). I've searched around and I’ve gotten mixed results, so I've comes to ask once and for all.

Question 1: Super Breeder affects population growth when morale is 100%. Does that mean my overall morale has to be 100%, or will it work on specific planets? For instance: If my overall morale is 72% and a single planet has a morale level of 100%, will it still get the population bonus?

Question 2: Are star base resources (the little blue, red, yellow, green lights scattered all over) localized to their respective bases' area of influence, or are they effective civilization-wide? Should I be sending my constructors out to build on that lone red resource in the middle of BF-nowhere?

That is all. I'm sure as I get better I'll have more, but I usually find I can search for the answers I'm looking for. If I can't, I’ll be back.

1.  Although it doesnt say so in the description, I have found that Super Breeder grows population faster even when not at 100% approval.  I dont know at what factor it is specifically though.

2.  These are civiliaztion-wide bonues, so grab as many as you can!  And upgrade them to their max potential too.
