So how do I use the terror star?

I had created a terror star, and the short cinematic clip played for it. I don't know how to use it though. It doesn't move or attack. It doesn't accept any more modules. What will get it to do something?

If you got the cinematic, then you have the base and all 5 modules on it. Now you wait 10 weeks (turns) for it to mobilize, at which point it moves 1pc/wk (can't move faster*), and when you get it to the star you want to blow up you "move" it onto the star, and it blows up everything in the vicinity.
