Basic Provisioning

I want to expand my fleet size but stopped because I need 1 point in basic provisioning. Where is basic provisioning?

Earlier rank of the research line You have to start with the first tech (on the left) and move your way up.

Basic provision is under the fleet Tech tree. When you have the nessecary research stations click the Tech tree and move to the Fleet upgrades and research fleet supply.
