CPU Cheats with Culture Takeovers!

Is this a bug or is the CPU just cheating?

I was playing advent and had my fleet stationed at "Planet A", which was equipped with 3 Temple of Communions.   At Planet B, was a small CPU fleet with the vasari Cap ship that can colonize planets.  I decided to simply watch the planet's alligence drain to 0 and then cap the planet rather than bombard it. 


So I watched the planet drain down to neutral, but then the cap ship simply went to the neutral planet and recapped it.   Isn't there a rule that says if an enemy's culture is too strong, you can't cap neutral planets?

My understanding is that you can overwhelm the culture on the planet to overthrow it, but until your culture makes it out the gravity well on the other side, they can still recolonize it.

I might be slightly off on that, but there is definitely a timeframe where they (and you) can still recolonize planets that are lost to hostile culture.

No actuly it's odd, since when you kill a planet with culture it's long pass into territory were you couldnt rcapture it. In fact from what I understand and noticed in game from the moment the culture is pass the halfway point of the phase lane the planet starts losing allegiance and should no longer be recapturable.

However he was playing againts a vasari AI so maybe the AI had just finished reseaching Shock and awe tech. Wich would have greatly help his cap repel your culture.

you can recolonize planets just overthrown.  I do it to stave off total culture dominance, as you get 25 free allegiance when you colonize.
