Why don't I get a victory screen? Is this a bug?

Ok, so I'm going for the alliance win and I have three out of four races as an ally.  The arceans are being ridiculously stubborn and I'm running out of gifts for them so I think outside of the box and attack them, expecting the victory screen.  My alliance goal is met with 100% but the game keeps on going for multiple turns with no endgame victory screen.  Is this a bug?  If I did something I shouldn't, then why does the victory tab tell me I'm 100% finished with the alliance victory?

Are the Arceans completely eliminated from the game?

No,I did finish the game by eliminating them (what a big help three allies can be!) and got the victory screen.  I just don't understand why the victory tab under the civ manager told me I was 100% finished.  Plus, I thought the goal was to be allied with those whom you are not at war with.  It just seemed strange that the game was telling me I was at 100% for an alliance victory but also told me I needed to ally with the Arceans to win, even when I was at war with them.
