I believe it does require DA.

Twilight of the Arnor requires Dark Avatar, which requires Dread Lords. So if you wish to play TA, then you'll also need DL & DA.

Official word? Yes, you must have the base game, Dread Lords installed and registered in SDC or Impulse before Dark Avatar will work.

Correct, you must have both the base game and DA in order to install and play TA.
