[BUG] Cooldown Icon for scroll of teleportation

While playing as Rook I noticed that there was a bug whenever my scroll of teleportation (Dota blink dagger equalavant) was on cooldown. The icon becomes completely red unlike how when other things are on cooldown they become tinted red.
