[Minor Bug] Tooltip Delay Value

Seeing as there is no tooltip itself to tell you what each option does I have no idea what this option does, but when I scroll through to change it it seems to have no value until about halfway which says 1.. Idk if this is a visual bug or its meant to be like that (though it would make more sense to have a value at every line).

As you can see the other one has 31 while the Tooltip Delay has 0 yet it isn't set to 0 (all the way on the left)

I get the feeling that the given value is seconds--just needs to show some decimals.

If it's seconds then it's not to scale because 1 second is about halfway and 2 seconds is about 3/4 the way and 3 seconds is all the way full o.0, but yeah it would be nice to see decimals if that's the case.
