a) there is a research in the empire (i.e. civilian) part which enables interstellar travel

b) wormholes are another (higher) technology in the same tree. they can be intra-system or inter-system, varies between maps.

tipp: vasari get those techs first.

I have a noob question as well, but it doesn't seem worth making a new post. I've been playing for a while now and still haven't figured out what a positive or negative gravity well radius means. Does it change the room you have to build structures?

yes that is what it does. not that you would ever be able to fill a grav well so much that you wouldn't have enough room for structures anymore but it just adds some diversity to the game

The size of the grav well also affects phase jumps I believe. So while it might be great to have a smaller grav well if it's a travel hub so it takes less time for your fleet to cross through, enemy fleets will also arrive that much closer to your planet.

exactly, for example one of the higher vasari abilities allows earlier phase space travel, i.e. closer to the planet, which is quite useful when you have to retreat fast or when you want to head directly deeper into enemy territory.
