Can't use "Set homeworld"

My first post  :)
I'm playing the latest version of ToA and the set homeworld button is in every game greyed out for me and I can't click it. In one of the earlier games I remember it working just fine but now it doesn't. Also, when I conquer alien civilizations and minors their former homeworlds remain as civilization capitals instead of turning into initial colonies which I'm sure must be a bug as well. Please help me fix this, it's somewhat ruining an otherwise perfect game for me.

I think they disabled the ability to reset your home world at some point....obviously though they didn't fill in that gap in the UI.

Is it possible to edit the save game files to do this?

I wouldn't doubt it. I think though that if my post above is true, it may have been due to the Super Dominator super ability since the ships it gets are right in the vicinity of their capital world. Either it was causing a bug/crash when you had changed worlds, or it wasn't putting the ships in the right spot... I'm really fuzzy and shooting from the hip here lol.

I'll dig through the journals a bit to see if I can find something. It may be whenever they changed the home worlds to have more population and such. Giving you a big benefit for the starting world now that you couldn't relocate your civ capital.

*edit*
DA 1.6 Patch Notes
+ TWEAK: You are no longer permitted to change your capital to another world, and bonuses for the capital city have been increased.

I liked the idea of being able to change the homeworld.

What if I lost Earth and then liberated it? I'd like to restore it as my homeworld.

Well, it still will have the increased abilities it once had. I guess the only thing it would be lacking is that bonus for it being the civ capital (no colony module maintenance I think, saves you 12b/week).

And anywho, it's been like this for over a year and they haven't changed their minds.
