TA 1.95: Jagged Knife Error

While playing as the Arceans; I've noticed that after reclaiming my planets from the Jagged Knife:

A) They have scrapped the Navigation Centers, and:

B) It will not allow me to build replacements.

A troubling bug, to say the least.

I can understand the scrapping of the nav centers since they aren't in a minor civ's tech tree I'm fairly certain.

As for why you can't build on on the planet now...zip the game and mail it to [email protected] as that definitely is a bug.

Are they like the starports in that once destroyed or built over you can not build them again? In which case its by design and not a bug, though i can't see why this ould be. With starports they have to be destroyed twice though.
