Help with two issues

I was working on getting the Marza’s missile barrage to work properly, but I am having some problems. Does anyone know what needs to be changed to fix the ability?

Also, does anyone know how to have planets as neutral colonies in a GF created map?

I blieve bailknight fixed up Marza's Barrage in his mod, and he has the text files included if I remember right
