Bug with Council event "Transports"

It seems there's something majorly wrong with that event.
I admit...so far I barely cared about the Council events as they either didn't matter or the AIs voted stupid anyway.

But now I got the event where the Transport ships should get armed. Me+1 AI made it so that they get armed with 5 points in each category.
As I was lacking behind in weapon tech and warships, but had already a lot Transports flying around that was quite great.

But a few turns later when I wante to put that to use I was shocked....the damage amount shown seems simply a fake number.

My 3-Tiny-Hull-Type Transport Ships  (damage for the fleet: 15/15/15  and 3x5 HP) can't even beat a single Arcean Fighter (Damage:0/0/1 Defense:0/0/0 HP:11)

They can't beat anything for that matter.

what's up with that?
Anything I don't get or "simply" a bug (which probably kinda ruined my game....)

I've never had this vote go any way other than no armament, so I can't chip in on how it works. I'd like to clarify the problem, though. Were the transports the base model, or were they custom ships you'd designed with a troop transport module?

First of all I should note that I use the TA-expansion.

The ships were custom made Transports (Tiny Hull+Transport Module and after the event I built small Hulls + Transport module + Ion drive)
Both types showed the additional damage just fine when you clicked on the ship in galaxy view.

When I get home today I will build the standard transport ship and try it with that.
