Survey Module Doesn't Work in Tournament Game

I was revisiting "Arcea's Last Stand",  and built a couple of cheap survey ships to snap up all of those sweet anomalies.  But when I reached the first one, I got the "only survey ships can explore anomalies" dialogue box. Saving and reloading has no effect.

This is new as of the release version; it did not happen in the beta. The ships I built are a tiny hull with only the survey module installed.  And yes, I am sure that I used the survey module and not the sensors module.

I have a save that I can send, if necessesary.
