"Omens of Leadership" for advent

Ok, just been playing around. Can't get to third capital ship because it says "must research OMENS OF LEADERSHIP to add this capital ship". I do not see that anywhere on the Advent tech tree, hostility nor harmony. Any body tell me where to "get this" to upgrade my Capital ship capacity to three???

It is the next level after warrior command(?) in logistics.

Its in fleet logistics, the last tab in tech window. It goes weapons, empire, artifact, fleet logistics. (not sure about the order of the last two)
